Public AFFAIRS

About Beth Lock
President & Owner
Beth launched Lock Strategies after leading government affairs for two large, prominent employers in northeast Indiana for nearly twenty years. Beth earned her Master of Science in Organizational Leadership and Supervision from Purdue University, Fort Wayne. Her undergraduate studies were at the University of Indianapolis in International Relations, German, and Business Administration, where she was a Presidential Scholar.
As part of her work with the third-largest county in Indiana, notable legislation Beth worked on includes the formation of the Allen County Capital Improvements Board and establishment of the professional sports and convention development area (PSCDA) for the Allen County Memorial Coliseum, securing a bi-annual appropriation in the state budget since 2009. Further, she led changes in the state statute to secure specialized bridge funding that was leveraged through interlocal agreements with the county’s cities and towns. She also effectively lobbied structural changes to the Allen County Health Department and the establishment of a criminal justice pilot program, among others. Her expertise in county government matters – such as administration, transportation funding, criminal justice, local government taxation – is unmatched.
In recent years, Beth worked for one of the largest healthcare systems in Indiana, lobbying issues related to community health, healthcare access and affordability, and hospital administration. Among her healthcare policy accomplishments are initiating the legislation that authorized the state to enter into the Interstate Medical Licensure Compact; aligning ambulatory surgical center and hospital medical staff credentialing cycle; and working to more closely align communicable disease privacy statutes with federal HIPPA regulations.
Beth was honored with the 40 under 40 distinction in 2023 from Greater Fort Wayne Business Weekly. She has served on numerous boards including the Greater Fort Wayne Advocacy Committee, the Northeast Indiana Regional Mental Health Coalition, and Park Center Board. Beth also holds a voluntary leadership role at her church.
As a Buckeye turned Hoosier, Beth resides in Fort Wayne, Indiana, with her family and Aussie Doodle, Benelli. In her spare time, Beth is an avid singer; enjoys exploring presidential libraries and historical landmarks; and looks for outlets for her creativity, whether through furniture refurbishing, event planning, or the many art projects with her kids.
